App is an abbreviation for application, which refers to a computer program meant be applied in some task. Generally, the term app refers to applications for smartphones and other mobile devices, however you can say "app" any time you say "application" and vice-versa, e.g. a web app is a web application, a desktop application is a desktop app, and so on.
