What is "To Hover" with the Mouse?

To hover a button or other graphical user interface element means to place the mouse cursor over it without clicking on it.

Effect: clickable targets often change appearance when hovered to indicate that they can be clicked on. After a few moments being hovered, in a well-made application, a tooltip should appear next to the cursor or the element explaining something about the element.
