What is Inkscape?

Inkscape (inkscape.org) is a free vector image editor desktop application available for Windows and Linux. It can open and edit files in the SVG format, and export to SVG and transparent PNG. Inkscape can be used to create vector drawings, scalable icons and other graphics. It can import JPG images, and perhaps most importantly, you can use it to write text on things.

As far as I know, Inkscape is the best free program there is to just write text on an image.
