What is a "Foreground Color" in an Application?

The foreground color (abbreviated FG color) is one of the two colors that can be configured in various image-editing applications, the other being the background color.

The foreground color is used when you use tools such as the brush, pencil, or line to draw on an image. It's also used as the text color when color is written on the canvas. In some cases, it's also used as stroke color of a geometric figure (rectangle, circle), while the background color is used for the filling.
